Please help me fix this character

I printed off this character way back when I first got my 4th Edition stuff, my friend played it through all of Kobold Hall and I’m embarrassed to say that I’m just now figuring out that it’s broken- or at least seems to be to me.

First- the ability scores seem SCREWED up. I don’t think they used the Standard Array, but if they rolled them, they rolled badly. Am I wrong?

Second- why Ray of Frost as the Dilletante Power? I’m thinking Twin Strike (it would work with eldritch blast). Any thoughts?

Am I missing anything else?

Her stats look like about 26 point buy, which is high. Also, Eldritch Blast doesn’t work with Twin Strike by the rules as Twin Strike lets you make two attacks and says nothing about making any kind of BASIC attack. Some DMs allow it, so it’s really up to him, but it not RAW. Ray of Frost is a bad power for this character for sure, I would go with something more Charisma based, maybe a Cha based Paladin power for some melee punch if it comes to it.

You might have me on the Twin Strike- it says Dex (Ranged) VS AC, the EB is Ranged, I was just going to let her use her CHA instead of DEX and not let her have her Ability bonus on damage. Seemed fair.

I don’t understand the 26 point buy comment. I used the Standard Array and got the same exact stats (with her racial bonus’) except I got an extra STR point, an extra DEX point, and 2 extra WIS points. Am I doing something wrong?

Hah I totally misread that. The stats are def off of Standard Array. It’s 22 point buy with the following starting I think: 16, 15, 14, 11, 10, 8

There also seems to be a typo in the character sheet, the Half-Elf gets an other classes at will’s power as an encounter power.

But I agree, using an other power would be a good idea, but your Int is decent so I would use scorching burst, just so you have an AoE power when you really need it, and with an int of 15 its not that big of a deal.
